Using a particular technique rare among modern millinery, a "burnout" ostrich feather is a stand out detail.
"Burnout" is also called devoré. This technique is mainly used on velvet fabrics. A mixed-fiber material will go through a chemical process which dissolves the fibers, and this create a pattern which is semi-transparent. The semi-transparent pattern will be against the fabric that’s more woven. This technique can also be applied to various other fabrics, and, in this case, ostrich feathers which are uniquely responsive to this technique.

CARE
Your best advice is to keep your hat in the hat box (provided, US domestic only), away from light and heat sources.
Avoid water. Broad surfaces can be wiped with a slightly damp cloth. Adornments, flowers and embellishments can be degraded if situated in daylight or near heat.
In order to revive silk flowers and feathers, steaming is recommended, but not washing or using liquid water.
